The big amount of registered users comes from the fact we prefer to import all Noeman's registered users along theirs number of posts in GPS sections and their reputation points and Likes.
Users didn't have to register again and mostly got their old status reached at Noeman's.
Actually an automatic script moves 0 posts users to Inactive users group after they login a couple of times to Banned members group.
Old banned members Group will be deleted in the future to get a most realistic number of registered users.
I think all this can be complicated , but we didn't like to penalize our loyal and valuable members coming from Noeman's

How can inactive members ever become active members if they get banned after logging in a couple of times?

Sorry, I explained badly in the above post.
Things go this way: a Member registers and board soft puts him in Registered users Group, after one week if the new member doesn't post he's moved to Inactive users Group.
He remains there till he doesn't post, in this case he goes to Verified users Group. If he doesn't post for 455 days, board soft moves him to Banned users Group.
Board soft will move him to Banned users Group as soon as he login again after these 455 days of inactivity, but the script needs the user login at least once or twice again, because Vbulletin cron job doesn't run all day long, but at scheduled set hours.
PS: every Inactive User has a notice in forum header about it.
