Thanks to turboccc, the author of this and other handy Garmin tools
In the attached ZIP file is Version 0.9.0.4 of RGN_Tool.exe along with a ReadMe guide by the author. As it says in the readme.txt file under "How-to", its use "should be obvious. If not, do not use it".
