Just FYI.
Once I had one device with only defective battery, that 'refused' to boot, even connected on external power supply.
After changing battery everything worked.
It's because battery has 3rd (control) line, which is used for comunication with device about it's state.
If that signal is not correct, then device refuses to boot, or work after 'basic' boot, as soon as OS checks state of battery.
Not sure if this is case, but maybe, it might help.

That's right. But in my case i had the same issue with the new battery, it was worth a try.
Hello Neil, i think it physical hardware failure because the loop always starts after the same amount of time.
Without any changes, the device displays ‘loading maps’ and then it restarts after 8 seconds.
After a reset, the device displays ‘Select language’ and it restarts also after 8 second regardless of whether I wait or select a language.
After installing Languages or additional thing via web installer it displays ‘loading languages’ and it restarts also after 8 seconds.
