Is it possible to take a voice file (image 1), which was used for navigation guidance in previous versions of OSMand+, convert it to a ??.tts.js file (image 2) and, that it will fit (like the voice files in other languages - image 3), for navigation guidance in the newest OSMand version?

You might want to look here:

You could take one of the other TTS language folders and make some changes and use the OGG files in the above link.

The TTS game - I know the trick but the ogg heb file is not perfect and to complete it, it's too full a job for one person...
