I want some tool that can compare the two image of map to see if which area are changed. The same idea like source code compare tool or image compare tool.
Now I installed two version of map in Basecamp and what I can to now is scroll to specific area and switch back and forth between two version to detect change with my own eyes. Not the pleasure task

It is not impossible! Garmin map format is proprietary. Accordingly it is not common enough to be of interest to developers in compare with graphics formats.

As rikeee says above, the simple way is to use Mapsource. Mapsource can be used with two simultanious instances which Basecamp can not! If you have a computer setup with two screens (or one very large screen) it is very nice to have one Mapsource window in each screen with different maps.
I often do this when planning trips.

Allow your PC to open 2 programs at the same time, then you scan both maps. 2 Monitor or more makes it easier. Do this with other programs I use. Have fun.

Thanks for suggestion with 2 instances opened, but its drawback is when move each map they will not aligned with each other. Even with two separated screen this will be still be difficult to compare side by side.
I will stick with my original method that switch back and forth between two maps, this way the position of both map will be the same and my eyes can detect the changes easier than compare side by side.
