Yes, that's normal. Garmin Safety Cameras don't appear in "Where To? > Extras" like SCDB and other custom POIs.

Reset the device. Back up your favorites "current.gpx" in GPX folder if you want to keep them. To restore later, rename it "temp.gpx" and drop it back in the GPX folder.
