Ummm ... maybe the answer is in the semantics of what is being claimed by SCDB in regard to 'mobile', of which there's a couple of references in the update posts. The info is probably translated from DE to EN and other languages, which of course often results in minor clitches in that there can be subtle changes of meaning. Schermann is just quoting their claims (bold is my emphasis):
The above in bold probably refers to cameras which are moved around between static camera boxes so that some boxes are 'live' and some are 'dummy', maybe? As opposed to 'Fixed cameras' which are always live.Powered by the weekly-updated database, your sat-nav knows the locations of:
* Fixed cameras
* Average speed cameras
* Variable cameras
* Temporary cameras / roadwork sites
* Red light speed cameras Mobile cameras
Further down there's also this:
The last part of the second line in that statement i think clearly refers to the known zones where speed guns, mobile camera vans and portable marconi sets (if cops anywhere still use the latter) are used regularly.* Directional camera alerts

* Alerts relevant to journey
* Overspeed alerts
* Alerts tailored to road layout and navigation experience

I just got caught in Belgium by mobile camera somehow I have to rely on speed limit.
Going to be away till mid Jan to a place that has no computers (YES!).
So there won't be an update at least from me till then.

PS: I know it's really another diver, sharks don't do bubbles from that end. But it does look a bit like one, if you close one eye and squint bit.
