I guess you didn't understand Giomen's helpful post above. When he said "Unfortunately Garmin removes the download links from HTML source now" he clearly was saying there are no longer download links on the information pages which only give the change history and a direction to use GarminExpress to install the file. You can also use WebUpdater which is best in this case if using his supplied XML file to get the other EN voices. If you're still unsure what to do, here's the VPM for Lee in TTS3 anyway.
