Tried on my S Tab 2 10.1
I first installed navigon app then copied Navigon folder in to the root of my device with only Dutch map. (Netherlands). Start up de navigon and i saw a warning. It says something like. "This is not a legit app who is bought from the market. Please buy a legit navigon app from the market. (playstore).
What is going wrong?

Try to just install the apk, and then use wi-fi to download what you need
