Instead of asking the question it was enough to make a demo and you could see that it works. The problem with the .spc files is that they are scarce in the number of Speedcam contained and there are few and only on the main roads.
It is better for you to use .txt files from the SCDB site posted by Cserrobi:

POI Plaza has not updated anymore for two years, it has become POI base and can be downloaded only by paying.
It is not necessary to remove the .spc files but you will probably have "double" reports.
You can keep .spc files from all over the world, but if you stay only in Portugal they are "useless".1- Do i need to remove all *.spc files from all countries if the only country i want to change to (*.txt) is Portugal?
The names of the .txt files have no importance, the software only considers what is inside; X, Y, TYPE, SPEED, DIRTYPE, DIRECTION.2- What is the file structure in the "speedcam" folder for *.txt files? (filenames...)
They can coexist even if they are from the same country. However for Spain and Portugal it is possible to find more complete .txt files than those of SCDB.3- Can coexist in the same "content\speedcam" the files *.spc and *.txt if they are from different countries?
