You can change codes from column 32-63 to 1-31 if you want, but it doesn't make sense. iGO initially set the coding period with a step of 32.

first, I think that speedcam.zip is taken from another skin, they can not be used from another version. Since there are many of them now, nextgen 32bit, nextgen 64bit, Luna 32bit, Luna 64bit.
second, I did not publish SP speedcam_mod.zip for nextgen 64bit versions

For these reasons, I recommend writing in detail about the situation when there are no radars. It is necessary to write the program version, skin, speedcam_mod.zip version, speedcam.txt used.
Further, where exactly the radars are not visible, on the map, in the menu, in the notification.

These recommendations will help to create the right question, without creating a lot of questions and answers, since they cannot be thorough when there is not enough information for the answer.

I usually use iGO_Luna by Pongo and Wal24,
I also use the speedcam.zip for this version,
I understand that I cannot use 64bit in versions that are not 64bit.

Which speedcam.txt is the right one?

Do not mix .txt and .zip files. First is just pute tekytual data, second is software extension that allow you more options for display and additional options
And, for not fully cr*cked 64bit app you need proper lics to activate them

Also, as mentioned countless times - no warnings are displayed in the simulation
