I am using Primo ver 9.6.5.306142 wince and have activated the alert for school zones for audio and visual but it's not working. Anybody help? Interesting that it does not have a sys.txt file

You assumed wrong. You have to have .spc or .txt with the school zone alerts under the ../content/speedcam directory.

I do have a file called New_Zealand_HERE_2019.Q4_191125.spc and I have tried railway crossings which have worked

Australia and New Zealand do not put school zone in the "normal" .spc file with other alerts (see my decoding to .txt of it in the other thread) Instead (like k1w1_123 already posted), they have .spc with just school zones. Personally, I think this is better since it contained more complete alert for school zones.

will ( warning_time_intervals_nzl )
work for Aus maps as i only have aus maps installed no nzl maps
or do i have to change warning_time_intervals_nzl to other area ???
