I placed the file Netherlands.spc in content\speedcam.

In general spc is not converted to speedcam.spdb and SpeedcamUpdates.spud since this file is intended for storing points on the map, saving them from the navigator screen. speedcam.txt converts to speedcam.spdb This happens every time you start the navigator.
