Put the *.zip file in Content/voice, and then switch to it in Primo settings.
Though it is true that this thread is a more general tutorial for installing an Android TTS Engine, rather than specific Android Primo instructions, there is still valuable info here for a very nice general TTS engine.
For Android Primo (or NextGen), many people don't quite get the concept...the file put in Content/Voice is merely a template (modified from WinCE to Android) and only provides a guideline for the main actual TTS voice that is used by the Android System (Vocalizer, Google, etc).
The gender or name of the voice*.zip file is irrelevant..the actual voice/gender and all other aspects of vocalization is provided by the Android System TTS Engine. The iGo voice*.zip file must match the language of the installed Android TTS Engine for correct navigation usage.

If you would have read or posted in a thread for the actual version of Android Primo that you are trying to use, you may have gotten an answer sooner.
All TTS voice files that work in Android Primo should also work in Android Nextgen (and vice-versa)...but NOT in any WinCE versions.
If this voice does not show up in the settings of your installed Android Primo version, there are some other options or files that may work, but you should ask in a thread devoted to the version you are using..not a general Android utility thread.
