Assuming you are use Visual Unlock, check if file Visual\Programs\TroNik\PowerButton.ini contains a line like that :
1058=off
If it does, check using Task Manager if it runs a process Power Button.
Finally, from CECmd run PowerButton.exe from archive attached.
