You are wrongly referring to the Android edition only and tested on a couple of devices

Phones (mostly middle and lower class) that came with a previous version of Android and native 32-bit support can still run apps from the original architecture after upgrading to 64-bit. BUT, if you completely reset your system to factory settings, you won't be able to. Phones that initially came with a native 64-bit system, there's no way 32-bit apps will work on them. Such are, for example, Samsung S series, Pixel phones ... but also Samsung A54 and newer
