From your screenshot seems that you haven't disabled the STOP sign. The eye is without the prohibited line. So it is normal to see it colored
Edit: My mistake. You are disusing about the narrowed road sign

The problem arises from the fact that these two icons (in your case especially the "da_def_road_narrows") were partly badly named (disable instead of disabled). Given the correct two, whoever wants to insert them in their global. Or do it yourself. Path images/da
