Wrong guideline. It is not a language problem.
When you select proper language, it is already detected and it is OK. Next step (after language selection) have something bad.
Maybe you didn't clean well your system of previous installation, maybe something of your content have bad file, maybe...who knows..we can guess until tomorrow. Something in your setup is very wrong.
