In the file skin.zip or data.zip or global.cfg - in folder of your resolution - you have something like this
- A file named icon_flags.bmp
look at the screen ( att. this is jpg file, oryginal is bmp)

Looking at your screenshot - I see that someone messed with your skin - so it is likely that it also changed the file icons flags.
Get a new skin, go inside and copy the file icon_flags to your skin - should be ok - if not - change file icon_flags (bmp, and spr) in file global_cfg

icon_flags.spr - check if it is? - If you do not - you must also copy
