What about content?
To understand each other, there is a group of home forum enthusiasts in my country who have devoted a lot to Pongo skin.
The language is reworked and is constantly improving, there are different packages with standard voice and two editions of the TTS. Quite attuned, adjusted, adapted...for all NG editions. Israel is still the most represented, although the PAL is increasing.
None of the contributors and testers reported such a case, although the packages are quite heavy.
So i guess the problem is either in the content or the device itself.
