Well I feel stupid. After hours of trying to figure this out, I added these lines to my system.txt and the satellite problem is gone (I figured that if I had it all internal, why would it need a secondary root?). I haven't messed with the voices anymore, but the system now "sees" twice as many satellites, and locks on to at least 5 nearly instantly, jumping up to 9+ after a few minutes.

UPDATE!!

I spoke too soon....after work, same thing: looking for GPS signal. I don't get it. This morning I was seeing 22 satellites, and connected to 12-13. Coming home, seeing only 12-13, connected to 0. I guess it's back the the drawing board...
