Your sys.txt has the exact same entries for those items as mine.
And my on-line traffic works.
I have absolutely nothing (no licenses or anything else) in the Content/TMC folder.
In the UX folder I have both tmc.zip and tmc_online.zip present, but no other on-line services (weather, parking, fuel prices, connected error handling, etc) because they do not work in my area anyway (a region thing).
