Yes for messages in sys.txt you can do that*. But if mod/ux have text (like in buttons, menu, etc...), I will try to remember to do internationalization (which required the equivalent changes to your lang or voice file)
* The exception being the speedcam warning settings, which the string/key must matched the left side of entry in voice file (the right side is your language translation) Example,
