You have too many buttons in the quick menu:
[Only registered and activated users can see links. ]
Turn off 1, or 2 buttons and the photo button will appear.
Our skin is so arranged - if there are too many buttons in the quick menu, then the screenshot button disappears.
The same is true of portrait orientation.
