I have updated Dictionary.lang on my PC using 7-Zip, ver. 19.00.(Open archive, right click on i18n/Dictionary.lang file and then Edit)

You can't use 7 zip to edit iGO zip, you have to use either Total Commander or Win Rar version lower than 4.
There will probably be no further Skin updates from Pongo, but if there is, you will be able to update the Lang yourself.

Change the Archive Time

Not only with 3.93 or 4.01 versions
You can use the newest version of winrar BUT, in Settings of winrar you need to set to "original archive time" > path: winrar/options/settings/compression/create default/time - Untick store modification time and in "Archive time" select "Original archive time".

This answer would be probably helpful for an experienced user (which I'm not

) .
I did not explicitly change the coding and I was editing text in Notepad.
I have tried now with Notepad++ and it shows Encoding: UCS-2 LE BOM.
I get the same Encoding info after updating Dictionary.lang file. Yet, when I select updated zip file in Regional settings in iGO, I get the text in English.
Should I use some other tool or this Encoding is not what you had in mind?

I have a thousand questions but I don't want to pollute forum with all of that.
I would appreciate if you can provide guidance about the steps and tools that I should use.
E.g. Should I extract Dictionary.lang from zip file, edit it and get it back into zip file, or this is not recommended procedure?
After copying updated zip file into lang folder, do I need to clear cache/data from iGO? I guess not, but I'm not sure what the proper procedure is.
For translating text related to pongo skin, do I need to simply add new lines of text into Dictionary.lang file mentioned here, or there are other files that needs to be updated?

You are looking on the wrong side. Obviously you didn't even bother to browse the Forum.
Even if you are a member for two years...
It has been discussed many times how to edit/open zip files.
In addition, this language file is - old, nor is it intended for Pongo skin.

This ux is very old (2017) and no longer exists today.

It is a pity. I liked this feature, split screen preview of 2D intersection in earlier versions of Pongo. In later it no longer, and older versions of the ux does not work anymore. The skin settings menu is, but it doesn't really work. Skin arimi and wv use it, but of course you can't use it in Pongo. I want to ask if anyone has tried to modify the older versions to work in the new version of the Pongo skin.

Think, if you need this ux you will stuck at these older versions. The skinners changed their mind for this feature and added some other stuff you maybe know from ex TomTom: tilde the map from 3d to 2d for next maneuver and back to 3d again. Like this feafure
