I have been testing the 14.03 skin and I have noticed the following:
1) "Additional Sounds" option only works for Camera and Menu button sounds.
2) If you turn down the volume of the key sound say to 10% from the Sound menu, the menu button still makes a sound at full volume.
The key volume setting does not seem to apply to menu button.
3) If you mute the key volume, the menu button still makes a sound at full volume

Could the sound of the Menu Button be changed to reflect to key volume settings?

Same here !
Except that this new skin version (14.03) have resolution problems (2560x1440 - QHD device here) .
Everything is same just the_skin_Avicsync_by_pongo is changed - look pictures :
