Right I have worked out which file is causing the crash the file weather_ng_pongo.zip in 03/02 ux folder is causing the crash. if you replace this file with the file from the previous skin everything works fine.
Also noticed that with 03/02 skin the tmc.zip and tmc_online.zip don't work either. I had to replace these with the previous skin to get the tmc working again.
