I installed Israel/Luna 64bit (9.35.2.263562) with wal24-Skin only for testing purposes, it works with the included *.Lic; online traffic shortly after active GPS 👍

TMC discussed many times
64bit Luna is test apk, incomplete, many functions do not work or work partially and not everywhere
