I think the problem is not related to IMEI but it may be related to HW ID. I don't claim that it has anything to do with "SafetyNet", but I had similar problems by changing the ID to the device with which my ROM passed the "SafetyNet" test. I think there is logic in that, although I don't even remember the magisk module I used to do it.
