iGO 9.35.2 purchased through playstore (maps & europe camera database purchased through the app)
I located the speedcam folder (screenshot in attachment) and copied the cro-gatso.txt file but the app doesn't recognize it and instead shows only its own europe camera database (which is terribly outdated)
So far I've tried;
- reinstalling the app
- reinstalling the europe camera database
- restarting the phone
- deleting the "Croatia.spc" file in hopes the app would then recognize the cro-gatso.txt
- switching the Alert Points Warnings on and off
- running the app in navigation hoping it would eventually "pick up" on the cro-gatso.txt file

You do not have to buy speedcams.
I have licensed iGO but added my own SCDB database. Just create speedcam folder and it works.
NOTE: My Phone is not rooted, NOTE 8 OS 9.0
UXs do not work anymore just speedcam and some sys modifications. NNG has updated the app so old UXs do not work but it is not so terrible. Speedcam works and sys xd
In Germany NNG blocked SPEEDCAMS so my only solution was to add them manually.

Where to store files?
Actually, what Texas suggested worked- I created a folder and subfolder content/speedcam within the apps original folder "files" - files/content/speedcam, copied the cro-gatso.txt file there and it shows the speedcams on the map!
Gonna go out for a ride in the afternoon to test and report back to confirm 100%
Update;
I can confirm it works! Went past 4 cameras in both directions and the app did what it was supposed to do.
