Yes, I could be wrong but TomTom uses it's own devices to send the traffic data to their own servers.
And there are a lot TomTom users on the road of course.

I'm from Brazil, and my browser does not show online traffic information (TMC) using the tomtom map. The strange thing is that with the Here map it works normally. I am using the iGO Nextgen Avic 9.18.28.696728 version. I am using the latest map versions for my country.
