I noticed that even on my version of NextGen_Israel_9.18.27.687519 (26 Jan 2017) both traffic info and weather do not work.
I then tried to install all the "old" versions of Israel I have and those all work:

NextGen_Israel_9.18.27.676280 Oct 20 2016
NextGen_Israel_9.18.27.681611 Dec 2 2016
Every time I deleted the save folder.
