A semicolon in front disabled the function
Try this in sys text

[speedcam.disabled_countries]

_SUI=x,x,x,x,x,x,x

[hva]
hva_countries=x

tried with deleting only the semicolon and it didn't help,
add after these the :

[speedcam.disabled_countries]
_FRA=x,x,x,x,x,x,x
_SUI=x,x,x,x,x,x,x

[hva]
hva_countries=x

and still nothing
