Install is easiest part
Did you downloaded fresh global_cfg, and put it where?
Also, did you use old sys?
Are all needed files in root folder? Or:

In OP is clearly written: "Note: there is NO content folder in package."
It mean download cars, global_cfg, maps, poi, lang&voices etc..and put it in proper places. Or use filled content folder from other package.
