There is a ux for Nextgen that has the functionality I require, but it would need porting to Primo 2.4, which is beyond my resources at the moment. It is available to download here:

The ability to change the setting from the cockpit would be nice, but not essential. Primarily I want to be reminded whether toll roads are enabled or disabled, without having to remember to check in 'route settings'.
