No change in licenses at all.
However both Batiskaf and Tajfun are right, without that kind of licenses the traffic lights don't appear on the map.
I tried with Israel with only the license PAID_GPS_More_Android_Israel_1605_Nextgen_TTS_VR_GP.lyc (the license that was formed also by deleting the license folder) and the traffic lights do not appear.
After I tried adding PEARLAgency NextGen license FEU@1404(HM,BrPOI,ExtPOI,DA,AP,SP,TL...)PX-8410SD.lyc, (which I had previously removed) and the traffic lights appear on the map.

There are things that depend on both the android version and the device type, to me with the license PEARLAgencyNextGenlicenseFEU@1404(HM...)PX-8410SD.lyc I see the traffic lights but I don't have the Traffic Info, (last Skin by Pongo), while with the license PAID_GPS_More_Android_Israel_1605_Nextgen_TTS_VR_GP.lyc I don't have traffic lights but the Traffic Info works.

With Android up to version 9 when I deleted the license folder it reformed, now with Android 12 without the license folder Israel doesn't start.....

They are two different things, what we have talked about now is information that is in the maps but which cannot be alerted, those that can be alerted are those that are part of the Speedcams, contained in the txt or spc files contained in the speedcam folder.
