First, hnr are not maps then addition. Corrected your post.
How much you really need them ... that's debatable, they're not mandatory.

Basar's license has no effect at all.

Where to put them is not a problem, I know well where to put.
If they aren´t necesary as you say, there is less problem. I had no hnr files since 6 years and the gps worked very well
