You're not understanding my answer. I never said the alert was not in the "right lane." I'd explained why after removing the setting it would work (which is what you originally said) The value meaning is very clear from the field name.
Look at where the alert was placed. It's nearer on one lane than another; you then tell it to restrict distance which would eliminate the farther lane.
