You seem to assumed too much
1. It is assumptive to say all streets/roads has to have speed limit recorded in map. This is 100% false!!! If you know how maps are made, you'll understand why.
2. Basing your conclusion on what speed the simulation uses is also bad!!!

The answer to your question, you can't get NNG to display speed limits on ALL roads because
1. There is no speed limit for ALL roads
2. There is no settings or ability to change code to do it even if the speed limit is available for ALL roads
3. Refer to your local region/country on what the speed limits are for different types of street/frc; you CAN petition map makers to do that if you want. Good luck with that.
