No. Just check for duplicate [Categories] and/or duplicate or conflicting command lines (in the case of conflicts, the last line in order is the one that will be used). Other than that, order generally does not matter..feel free to organize how you like, but move entire [Categories] as one thing.
As stated above, while the order of the different categories really do not matter, I find it useful to keep them in order alphabetically - especially for larger sys.txt files. It just makes finding things easier.... And as also stated above, the options *do* need to be under the appropriate category.
