9.6.13.xxx are 2.4 versions. Not recommended for devices with 64MB ram and slower processors.
If you want to use 2.4 ver, then you need data.zip for 2.4 ver.
TMC connector is standard, you can use any TMC antenna you want.
Yes, when you write proper values in sys, e.g. gps port & baud rate, it catch signal much faster. Same story for tmc.
Yes, if you want much faster behavior, keep just needed content. Basemap is not a problem, on the contrary. DEM file is not a problem, that one ~ 90MB. Don't put those ~270MB large. If you don't need ftr, fsp, hnr, etc files - don't use them. FBL and POI are absolutely enough for guidance. Don't use extra schemes, skins, etc...
Knowledge is collected visiting sites like GPSP and reading, reading a lot No one has made a collection of knowledge and experience, nor is it possible.
I give you recommendation for Primo for your device.
Some special functions are possible only with the exact skins. And as far as I could see, no WinCE iGO Primo shows satellite when signal is fixed, I do not think there is a need for, but it is my opinion. Maybe some skin allow that.
    Good luck.

Before asking a question, know it's already discussed here and at 99.9% is not unique. Use search.

    Spoiler: obs
Many questions become very arduous, a lot of time chewed deja vu...Since we have lost all the year of work and effort, many people have no will to answer the same questions again. Me neither. Use a search, please.
