Chinese developers from the t.me/MultiTTS channel have created a MultiTTS app.

All OFFLINE TTS engines are: Microsoft, Acapela, CereProc (several voices. you can make other voices by taking links from the file voice_list.md), Samsung, Vocalizer, Sherpa.

Marked in yellow - the default voice in the application is selected. It is assumed that you have selected MultiTTS as default in your device system.
Marked in red - Voice import in ZIP format.

Some are individual voices and some engines are group.
If you want to choose one or several voices, select them and export them to your File Explorer. Then create a ZIP archive.
Put everything you have selected into a ZIP archive. Clear everything with APP/Clear Data. Then you import the selected voice.

MultiTTS supports a dictionary (replaces.yaml)
