For now it is very strange, the usual methods do not pass.
I tried directly with file editing, replacement .... success is partial. I think it depends on some other factors that I have not identified.
Also copy and paste with changing small things like rename Qwertz to German will break the keyboard. Really crazy...

Seems that it can be done.
Here are two NEW Hebrew keyboards in a different set of letters[Only registered and activated users can see links. ]

Spoiler: A NEW Hebrew_abc: Alphabet in order. All 5 Final letters appears at the end of the QWERTY board
Spoiler: A NEW Hebrew_abc+: Alphabet in order. Each one of the 5 Final letters appears next to its base letter
If you want Modified Hebrew Keyboards for PAL - Get them [Only registered and activated users can see links. ].
Before Testing - Remember to Back Up your Original File.
