Apk as an apk doesn't really matter when it's released. It is good, it does a great job.
After all, WinCE software is much older and still very usable today. If something works as it should, why would you change it? And there is no better one.
Newer does not necessarily mean that it is better, nor that it has all the functions
Also, the apk is only part of the story, plugins play a big role, and they can be changed and improved

The skin (Pongo) is constantly improving and developing, and still. The fact that someone has put together a package for 2019 is nothing new. And that is already out of date.

The TTS engine is fundamentally different for the Android system and for WinCE and it is not possible to combine them
Also, the language and voice adapted for a particular skin usually do not apply to other editions and vice versa.

P.S.
Btw, I can change the date of any exe file or apk or any plugin.
So don't pay attention to dates, unless they come directly from the same original author

Hungarian traffic lights work under primo/nexgen/Luna. The speedcam database must be synchronized with the allocation in the skins. It does not require any other changes.
