I've tested both when travelling in Europe and I think TomTom is a little more accurate in Western Europe.

In Eastern Europe it's a little more difficult, as there are a lot of new roads and highways under construction - built from scratch (in Hungary, Romania and Bulgaria) which don't appear in any of the two. The only updated app is Google Maps for these countries.
