No one can tell you which system is in the device based on the serial number (only mark on sticker and ion device). It even looks like the original.
Go to device settings, find what is the tag and version of the system, what firmware, and based on that information, then google about it.
There is a high possibility that it is a WinCE.

WinCE 6 is a system, and you can put iGo, Sygic, Navitel or any WinCE navigator on the Sd card.
