The new rules came by coincidence with the server problem.
It's more likely many IGO users stayed away since a lot of posts and in these uploads were lost. They probably just turned elsewhere where the uploads can be found. Let's face one thing, may/most are here just to leech.
As this forum stll is the reference, they wil come back when the other forums cant solve their issues.
