NNG products run on android or WinCE; so if your "dumb phone" is PDA running WinCE, then it will work. All GPS unit have is GPS receiver (most likely SIRF3), the Nav software takes data (NMEA format) from receiver and processed it. All android phone have GPS receiver (FCC requirement for 911 location service) and with powerful CPU/RAM/Display you can run pretty nice Nav proggy on it, including TomTom and Garmin written for android. Android phones are dirt cheap, running Primo on my $5 Android 480x320 resolution and it blows away any other Nav unit. I also run Primo on my FD220 WinCE 320x240 along with TomTom, Garmin, Navigon, Sygic and NDrive (over 5 years now) I also run NNG on my GalaxyTab 3 1024x600 tablet. But don't take my words for it, you can find out what each product offer by browing the appropriate group for screenshots and communications.
