I can't say I know of a device that does this, but if you're worried about tying up your cellphone, several non-LTE tablets have GPS built in, and so an app could be an option...
I have done some research online, a few hours at least, looking for a GPS unit that will show an active representation of the current address (Street name, address or even address block) while I'm driving. I work in law enforcement and it is always nice to know where you are. I would like to look at my GPS unit and know where im at. such as, 245 Blank Road, or even 200 block of Blank Road. I have had no luck finding any type of GPS that could do this, other than a cellphone app. I would like to use an independent device for this and not rely on my cellphone and drain the battery on it. Any input would be nice

Actually all modern Garmin auto devices can do that, but perhaps not in the way that you want. On the map screen, pressing on the Vehicle icon will show another screen with your location in lat/long, closest intersection and the nearest address with street name and number, plus closest hospitals, cop shops and gas stations. It's only a single button press to switch back and forth from the map screen to the info screen. These are from a 3590:

In earlier units, it only updates ever 5-6 secs, but recent and current ones update every second or two. Current nuvi type units show at the base of main map screen the road/street name on which you're driving even when not navigating, but not the passing house numbers as you've found. This is how a 3597 and other current units will display the map screen:

Thank-You! this is exactly what I was looking for! If only it updated in real time, that would be great. What is a decent unit to buy that does this? I am out of touch with GPS unit, as I always used my phone.
Well, it is kind of a personal preference thing but for your needs i very much like the nuvi 3597 for navigating and also just as a moving map. It does everything the 3590 above does in that regard but is one of the units i mention before that also gives you the name of the road you're on at present [at centre base of screen] also the address where you're headed to at the top, or if not navigating it just gives upcoming intersecting streets which is handy too.

My tablet has it's huawei mediatab m8 good tablet
And navigon is an good app for navigation
