Contact Garmin US to claim the map is not fit for purpose and ask for a refund. They may have an 'out' if your device isn't in the compatible supported devices list however. If you have a China localized device meant for the domestic China market it may explain why the older Chinese-purchased map worked.

If you have a device localized other than for China, search google for "China Venus shift-corrected Garmin map by syzygy" however I can't say if there's any recent ones around. Indeed the map you bought in Shanghai may be a 'Venus' version because an official shifted map simply won't work properly in any Western or other Asian devices, except for some only if the BIN file works. Shifted maps work perfectly in devices sold in and localized for China. Venus is unofficial mapping which has the shift corrected to show the location correctly.
